The Annual Review Problem: Why Performance Reviews Change Nothing
Every year, reviews happen, ratings are given, and nothing improves. The problem is not your people — it is a performance management system that only looks backwards, once a year.
## The problem
Once a year, forms are filled, ratings are negotiated, increments are argued over, and everyone walks away slightly demotivated. Then the business runs exactly as it did before. If this sounds familiar, you do not have a performance problem — you have an annual review problem.
A yearly backwards-looking appraisal cannot manage performance. By the time the conversation happens, the year is gone. What it does reliably produce is anxiety, negotiation and disappointment.
## What performance management is supposed to do
A real performance management system answers three questions continuously, not annually:
1. **What is expected of me?** — clear goals and role expectations, agreed at the start of a period, not discovered at the end. 2. **How am I doing?** — frequent, short check-ins against a few visible measures, so nothing at review time is a surprise. 3. **How do I grow?** — a development conversation that is separate from the pay conversation.
## Fixing it in a small or growing business
You do not need enterprise HR software. You need three lightweight practices:
- **Quarterly goals per person**, three to five at most, tied to the team's KPIs and written down. - **A monthly one-to-one** between every manager and their direct reports — thirty minutes, forward-looking, focused on obstacles and support. - **A quarterly review** that reads the numbers, resets goals, and names one development focus per person.
## The change you will see
When reviews become continuous and forward-looking, two things happen quickly: underperformance surfaces early enough to correct, and good people stop leaving "suddenly" — because their growth was being discussed all along. That is the difference between appraising people and actually managing performance.
